Eradication of Hazardous Child Labour in Bangladesh (3rd Phase)

Background

Child labour is a serious threat to humanitarian causes in Bangladesh. It is not just a question of few thousand, but of several tens of millions of children thought the world that are exploited at work. Child labour has been around since time immemorial but now it is major challenge of our time. There are 3.2 million children working as child labourers in Bangladesh, accounting for 7.5 percent of the total children aged 5-17 years, and 43 percent of the total economically active children. Al though 75 percent of the total child population aged 5-17 years attended school, only a quarter of child labour are found attending school (26 percent of child labour), highlighting their disadvantaged status relative to other children. Although child labour is now a global issue it is a main problem in developing countries. The UN Convention on the Rights of the Child (Article 32) and ILO‟s Minimum Age Convention, 1973 (No. 138) set out the objectives and the board policy framework for the action to be taken to eliminate child labour. But the practical situation is painful; the number of child labourers has been increasing alarming in developing countries. Bangladesh I also a contested terrain in this context.

Project Objectives

  • To reduce the number of hazards child labor of Chittagong Metropolitan Area through direct interventions aiming at the withdrawal, social protection and rehabilitation of at least 3480 children in a time – bound and systematic manner.
  • To develop the children as human resource and self-independent in future by providing them some market – oriented skill develop training.
  • To ensure their participation in planning, training and implementation of development activities;
  • To provide credit facilities to parents of at least 1000 children to reduce their dependency on children’s income;
  • To ensure the rights of the children those who are involved in hazardous child labour.
  • To shift the children from the hazardous sector to a friendly sectors.
  • To reduce the vulnerability of the Children involved in hazardous labour.
  • To motivate employers to be friendly and assist to the children as their employees

Project Title: Eradication of Hazardous Child Labour in Bangladesh (3rd Phase) Project.

 Proposed operational Area:

The proposed Project will be implemented in Phartali thanas of Chittagong City Corporation area.

Project Duration:

The project duration is 24 months. Out of 24 months(2015-2016), non-formal education (NFE) will be imparted for 24 months. In the rest 06 months, NFE and skill development training (STD) will be imparted simultaneously.

Project Beneficiary:

The prime strategy of the program is to identify target children, their families and workplaces physically at the program area by referring to the database prepared from the Household-level Baseline Survey conducted by the EHCLB Project. Additionally, BISAP has developed a “social mapping” of the children and their families by hazardous sectors and their place of residence.

  • Formation of groups of the parents of the children

  • Extending credit support to 1000 children‟s families
  • Holding workshop with the participation of the employers and parents
  • Imparting awareness training to the parents and the employers
  • Organize rallies in international children week
  • Observation of International Children‟s Day
  • Linkage and network with concerned govt. and non govt. bodies.

Non Formal Education

In order to provide non-formal education to 420 children aged 10-14 years, 14 NFE centers has been established. The NFE will preferably be closed to the workplace of working children as well as nearer their homes. Each center has accommodated about 30 children per batch/class with two shirts, providing education for 3 hours a day for 24 months.

The course details will be as per direction of the ministry authority.

  • Learning and Teaching Materials:

BISAP has been providing syllabus, course contains and text to the learners to fulfill the needs of the students.

Supplied Syllabus, Course contains, text learning materials and equipments will be approved by the MOLE.

 Trades & Syllabus:

NFE and SDT have separate courses.

NFE course followed up to level of class four of the government primary education.

  The NFE basic course have enable the students to learn how to read and write Bangla, English and basic mathematics.

For the SDT the syllabus of the manual prepared by the ministry for the project will be followed by the organization.

Trade-wise separate SDT is being followed.

 Training Trade:

A training needs assessment have devolved.

As per recommendation of training needs assessment survey, the trades has been selected for SDT training.

The trades have been selected from the list, prepared by the project authority.
